BOARD OF DIRECTORS MEETING MINUTES

Board Attendees: Tony Moore, Jim Braden, Ray Kittelberger, Gina Olson, and Hal Goodell in attendance.

Meeting opened by Jim Braden at 7:23 PM immediately after the FICRA Meeting conclusion.

Comments: There has been some discussion of music BMI (Broadcast Music Incorporated) fees, to cover cost of songs sung by the bands for the Party with a Purpose. It is not clear if this applies to our fundraiser, however Jim plans to follow up on this and the position of the Board is “Unless there is clear reason to not pursue paying BMI, we should do the right thing.”

Minutes:  The Minutes from Dec 2018 meeting unanimously approved.

President’s report:

Last Tuesday a School Bond Informational meeting was held at the Alliance Church.  PSD401 Superintendent, Dr. Jarvis, presented facts for upcoming school bond, and gave explanations on the points raised by attendees.

Party with a Purpose this year is focused on replace failing windows and irrigation around the NCC building.  Cheney Foundation is also interested in possibly making a partial contribution to the window project.

Scouts BSA is now officially including young women in the 11-17 year-old Scouts in addition to the Cubs which we approved last fall.  Jim signed off for FICRA on the new Troop 727 for girls with FICRA as the sponsoring organization.

The Par Course is continuing toward completion. Signs are being designed to be posted at each station.  Jim spoke with representatives at Pen Met regarding liability.  He has been told that there is general protection for public access properties being used as a park when all the basic safety, maintenance have been reasonably managed.  The NCC exercise and play equipment was inspected today, and we will do periodic inspections, and record that, as confirmation that we are properly maintaining the equipment.

Jim would like a poster mounted in the NCC of “accomplishments for 2018” and list of “volunteers.”  Drafts of those are being sent to Board members, Comments are welcome.

Four video cameras have been installed on the NCC building and property for security purpose/crime prevention. More will be installed.

Lights in the Auditorium have been raised near the stage for future programs, to avoid obstruction of viewing the stage, and video screen.

Consent Calendar Items:

Donate $250 to each Sports Field Par Course station as needed. Any funds that they raise on their own which exceeds the project cost, would then offset our donation. Board unanimously approved this approach.

A motion was approved for the Citizens’ Patrol Committee to purchase vests and have them printed with Citizens’ Patrol.  However, the vest purchases and printing information was incomplete.  And will be approved in the February Board meeting.  Vests will be stored currently at Darrell Houmes’s place until another location is decided to be more appropriate.

The motion also included the approval of new signs for the Citizens’ Patrol members to use on their cars.  The total cost for that was $852.

Budget for 2019 was presented to the Board for consideration.  There needs to be a new protocol made for how to log in amounts spent that go over budget. Ray proposes that additional amounts spent can be added into the expenses list as “miscellaneous.”

NCC rental Security Deposit was accidentally refunded the entire amount, rather than only the security deposit, to 2 renters.  The rental coordinator is working to get the rental fee payment returned/recollected.

Reserve study finances, Hal reports, should not be in the budget (in the future) because it does not work in Quick Books.  It will be highlighted separately.

Standing Committee Reports:

Nature Center: Ed Burrough, excused.  Nature Center Minutes posted on-line.

Finance Committee: Jim reports they have a copy of the budget presented tonight.  Jim will sit with Ray, Hal, and Howard, and refine the process on creating a budget.

Citizen Patrol: Ray Kittelberger reports the $5000 anonymous gift in 2013.He anticipated this to be spent down by the end of the year. The end of the year is going to have a $3000 surplus. Income will be $8500 this year if they don’t have a hot dog sale.  A $4000 deficit is expected for 2019. (PLEASE PROOF THIS BY RAY) Denise reports again it was a quiet month. The Deputy reports from County files, and no incidents since Dec 15. Another outdrive stolen from a boat. We have four for the year which is too many, but much less than surrounding areas are experiencing.  Two or three house checks are underway.

Emergency Planning: Ray reports EP team is participating in March 2nd PEP-C Fair by hosting a booth.  Ray has been making eFlash reports “informative.” and info regarding power outages.

Jim reports Ham Club has 3 events.  Meeting at 10 AM on this Sat.  On the 23rd of March there is another new Ham operator training class. April event; Seattle Ham training on handling emergencies. The informational video for Captains is still in development. Ray ran into Citzens Corp Leader, Marv Nauman, who may be another person available to help with video taping.

Building Committee: Jim reports nothing new.

Audit Committee: No report. Meeting to be planned for Feb and March. The accountant made a mistake on past tax return, so Hal reports the IRS has sent a letter regarding a lean on the property. Hal reports that CPA forgot to file, and this has now been filed.  Jim reports that the penalty should be paid so that interest and fees stop accruing until the current government shut down ends and we can then negotiate with IRS through our accountant.  Jim recommends we consult with an attorney regarding how to proceed. There will be follow up per Jim.

Nominating Committee: Jim reports candidates in development and we’ll be ready to report on schedule.

Fox Island Amateur Radio Club. Hal says there is another new member class scheduled for March 23-24th.
