FICRA Board Meeting Minutes 10-5-2011

FICRA BOARD MEETING
OCTOBER 5, 2011

All board members were present.

President, Lynne Goodwin, opened the meeting at 7:30, and led the Pledge of Allegiance.

The minutes were read and approved.

Lynne gave the president’s report:
•    reviewed September activities
o    All Island Garage Sale raising money for Crime Watch
o    Two weddings at NCC
o    A successful clothes swap with left-over items going to the YWCA Women’s Shelter.  FICRA also collected diapers, baby wipes, and baby shampoo to add to the gifts for the shelter.
o    Reminders that the FICRA.org web-site is active.

•    Brought up the confusion about Crime Watch reporting on the FICRA     website and a private website, foxislandwa.net.  It was stated that
Crime Watch is a FICRA committee and its funding is through FICRA, and the reporting should be through FICRA.

•    Announced that JJ Bland has volunteered to be the rental coordinator.

•    Announced that upcoming events are on the bulletin board.

COMMITTEE REPORTS:

CRIME WATCH:  Ray Kittelberger reported for Stan Weston that burglaries are up and many could be prevented by keeping doors locked and garage doors closed and secured.  Ray suggested using the website to promote home security.  He also related an incident involving a 16 year old who was seen driving the family car unsafely on the island and ended up in a role-over accident.  If the vehicle had been reported to Crime Watch, they would have sent the report to the sheriff and they may have been able to stop the teen before an accident happened.

BUILDING:
Structure and facilities:  Tony reported that Tom Purvis has completed the downspout drainage project; Greg Christ has volunteered to fix the front stair that was damaged; the oil tank is in place and connected, and there is structural protection for the pipes to prevent damage; and there will be a fence installed around the tank.

Grounds:  Jean Peterson reported that in the spring the Fox Island Garden Club did a walk-about of the grounds around the building and suggested the following:  removal of all the rhododendrons in front and replanting them if possible between the northeast corner and the deck; removing the large arborvitae on the NE corner; removing the deciduous trees in front of the windows; replanting the front beds with lower growing plants.

SOCIAL ACTIVITIES:  Karen Craven reviewed the upcoming events:
•    Casper Babypants concert – Oct. 7
•    Mommie and Me on Tuesday mornings – about 8 families are participating
•    Men’s coffee on Wednesday mornings with Tom Wiley in charge
•    Game Night Trivia was fun and will be repeated
•    The Decorated Pumpkin contest will be on Oct. 29 from 3 to 6
•    The Wildlife Forum will be on Nov. 15 at 7:00
•    A Ladies Spa Day is scheduled for Nov. 12 at 3:30
•    Karen would like to  have an art class for children ages 6-12 on Nov. 18 or 19
•    The Christmas Tree Lighting will be Dec. 4 at 6:00

NATURE CENTER;  Phil Craven reported 13.5 person hours of labor at the Center for the month, and a work party on Oct. 15. He talked about 3 trail segments that are wet year round, and explained a Scout project that has been proposed by Sravan Konda to build walkways for the wet areas.  The plan has been reviewed by the scout master, the FICRA liaison, and the Nature Center committee.  He highly recommends the project.  Sravan gave a brief presentation to the board complete with sketches.  It was moved, seconded and passed to approve the project.

BY-LAWS:  Jim Braden reported that an attorney with Morton and McGoldrich Law Firm, Emily Kelly, has agreed to work pro bono to help with updating the bylaws.

UNFINISHED BUSINESS:
Tony remarked that the All Island Garage Sale was a great success.  From the Museum’s perspective it was the best ever.
Lynne restated the date for the Wildlife Forum with speaker, Tammy Schmitt, on Nov. 15, at 7:00.

NEW BUSINESS:
John Ohlson explained the present scouting programs on the island which are sponsored by FICRA, and the need to have a Cub Scout troop to involve younger boys.  He proposes to start Cub Scout Troop 27 with 10 boys showing interest, and would like for FICRA to be the sponsor. FICRA’s responsibility would be to supply a meeting place (NCC), pay a $20.00 fee to register, and approve adults working with the scouts through the Scout liaison on the board.  He then displayed the Boy Scout Troop’s flag which carries FICRA’s name on it, and requested that FICRA cover the $200.00 cost of a similar Cub Scout flag.  There was some discussion of the expense of the flag.  It was moved, seconded and passed to sponsor the new Cub Scout Troop and pay the $20.00 registration fee.

Lynne asked people to submit articles to FICRA.org by October 31, for the FOX ISLAND FLASH Newsletter to be mailed to all residents in November.

Sue Supplee requested that Crime Watch reports on the FICRA.org website and the private website,foxislandwa.net be linked for safety reasons.    Discussion followed concerning the organization of the Crime Watch program and how it is operated.  FICRA pays for the phone line and voice mail; Mike Gordon is responsible for reviewing the calls once a day and reporting them to Stan Weston.  He also is linked to the private website, foxislandwa.net, to pick up emails.  The problem is that they are not getting reported to the FICRA.org website. No action was taken.  The discussion indicated there is a need for more clarity on the process of gathering and distributing information for Crime Watch.

It was noted that many people do not understand what the flags on the bridge sign mean.  This information can be included in the newsletter and on the website.

The meeting was adjourned at 8:50.
